You should inform Chinese members that I attach great importance to taking immediate action to show that policy of His Majesty's Government is still alive and unchanged, and I shall be largely guided by reply of Chinese members as to feasibility of such action both in making my own decision and also in any explanation I may have to make in House of Commons Provisional Committee suggested in your telegram 375 and my telegram No. 201 of 1927 and referred to in your despatch under reference could have prepared schemes but could not have actually spent any money on them until amending act was passed creating Board of Trustees. The present proposal has advantage that early expenditure of certain portion of the funds can be made under provisions of existing act.
